The key facts
- Conscripted servicemen who took prize places in the national reading contest may have their service term shortened by one month.
- Deputy Zuhriddin Mavlonov proposed that the shortening be applied only at the serviceman's request.
- The draft law also aims to retain qualified flight personnel for military aviation through new contracts with graduates.
In Uzbekistan, it is proposed to shorten the service term of conscripted servicemen who took prize places in the national reading contest by one month. The relevant draft law was adopted in the first reading at a session of the Legislative Chamber on October 13 adopted.
Kozimjon Tojiyev, a member of the Committee on International Affairs, Defense and Security, reported on the draft law "On introducing amendments and additions to the Law of the Republic of Uzbekistan 'On General Military Duty and Military Service' aimed at improving the procedure for performing military service" reported.
According to him, the draft law provides for improving the organization and procedure of military service, as well as incentivizing servicemen and making effective use of the professional potential of qualified flight specialists.
In particular, it is proposed to incentivize conscripted servicemen who took prize places in the "Ma'naviyat qalqoni" (Shield of Spirituality) national reading contest by shortening their service term by one month. According to the draft's authors, this measure will serve to increase servicemen's interest in reading books, develop a culture of reading, and enhance their spiritual and intellectual potential.
During the discussion, deputy Zuhriddin Mavlonov voiced his proposals regarding the procedure for shortening the service term. He noted that Article 5 of the current law sets conscripted military service at 12 months. For this reason, the rule on shortening the service term by one month for reading contest winners should be clearly specified in the law itself.
The deputy also said that shortening the service term should depend on the serviceman's own wish. In his view, a contest winner may not want to finish service in 11 months and may wish, like other servicemen, to complete the full 12 months of service and take part in final events. Therefore, it was proposed to include a provision stipulating that the service term be shortened on the basis of a serviceman's application.
Another direction of the draft law concerns retaining qualified flight personnel for military aviation and making effective use of their professional potential.
The draft proposes establishing legal grounds for concluding new contracts with graduates of higher military educational institutions, as well as of foreign higher military educational institutions, in the flight specialty. This is intended to ensure the stability of pilots' professional careers, raise their qualifications and experience, and satisfy the Armed Forces' need for qualified personnel.
Kozimjon Tojiyev emphasized that effectively and safely operating modern aviation equipment and ensuring the combat readiness of aviation units requires high professional skill, special training, and many years of practical experience. According to him, the new provisions will serve to develop military aviation and strengthen the capacity to protect the country's air borders.Advertising on "Gazeta"
