The key facts
- Citizen Sh. M. was beaten by a group in Chirchiq in February 2026 and later pressured to drop his complaint.
- Officers Dilshod Rahimbayev and Nodir Agabekov were involved in handling money meant as compensation.
- A criminal case was opened on 5 March and the two officers were sentenced to six years in prison.
On 7 October, the Chirchiq city court for criminal cases of Tashkent region read out a verdict against two MIA officers who had tried to cover up a crime. Gazeta reviewed the court document.
The altercation
According to the court verdict, citizen Sh. M. went with an acquaintance to one of the cafes in Chirchiq at around 19:00 on 17 February 2026. While they were sitting in the cafe's common hall, he saw his acquaintance D. sitting at a nearby table with about six companions.
At that moment, a drunk woman in the cafe was arguing and quarrelling with other customers one by one. The woman also quarrelled with the administrator girl and pushed her. Sh. M. intervened in the altercation happening next to them and separated the woman and the administrator.Advertising on "Gazeta"
After that, the woman told him not to interfere and left. Some time later, the woman came to D.'s table, took photos of those sitting there with her phone and "said that now Islam bukharskiy would come with her son Umid", and left the cafe.
According to Sh. M.'s testimony in court, about 20 minutes later, while he was smoking outside the cafe, a young man named Umid arrived. Without demanding an explanation from Sh. M., he pressed him against the stairs, grabbed his hands and said he would throw him off the stairs.
At that moment, the acquaintance who had come with Sh. M. separated them. Then Sh. M. went back into the cafe. The acquaintance came up to him, asked whom he had offended and said that "Islam bukharskiy" was waiting for him outside.
Sh. M. went outside. According to his testimony, "Islam bukharskiy" and about ten young men were there, as well as officers of the patrol-post service of internal affairs bodies. "Islam bukharskiy" told him to go back into the cafe. However, immediately one of the other young men in the group pulled Sh. M.'s hand and turned him towards himself, and Umid punched him in the lower jaw. Sh. M. fell to the ground, then got up, went into the cafe and washed the places where blood had flowed.
By the time he went outside again, "Islam bukharskiy", his companions and the patrol-post officers had already left.
As Sh. M. was leaving the cafe and hailing a taxi, a white Gentra with its licence plates removed pulled up in front of him. Another young man named Islam got out of the car, introduced himself, said that Umid was his friend, and gave Sh. M. his phone number.
According to Sh. M.'s testimony, while they were talking, another four or five people from the earlier group arrived. They tried to seat him in a cream-coloured Epica car parked in the cafe's parking lot. Sh. M. ran away from them along the road. The people in the car chased him for about a kilometre.
After Sh. M. stopped from exhaustion, those who got out of the car came up to him. According to his testimony, Qurbonali, nicknamed "Gera", punched him, while the others kicked him with their feet. After that, Sh. M. lost consciousness.
When he opened his eyes, he was lying in the lap of an unfamiliar woman. It turned out that the woman had called an ambulance. Sh. M. was taken to the central hospital of Chirchiq, where he received first aid. Doctors said he had a laceration on his jaw area and offered to stitch the wound, but he refused.
The attempt to close the case
After Sh. M. was beaten, on 18 February at around 11:00 he went to the MIA to file a complaint. At around 15:30 that day, the prevention inspector Dilshod Rahimbayev called him into his office. "Islam bukharskiy" was also there. Rahimbayev suggested they talk it over and left the room.
According to Sh. M., "Islam bukharskiy" asked him not to write a complaint. He explained that the young men had made a mistake, and that the incident could be closed and the damage compensated. Islam asked him how much money he needed. Sh. M. said he wanted legal action to be taken and that those who beat him should be detained for at least five days. According to him, he explained that he had three children and could even die as a result of the beating.
Then Rahimbayev told Sh. M. that there was no corpus delicti against him and that no case could be opened under any article. At the same time, he offered to give him money for the damage caused. According to Sh. M.'s testimony, after these words from the internal affairs officer, he believed legal action was impossible and agreed to take the money.
On 18 February, one of those who beat Sh. M. borrowed money from an acquaintance and gave Dilshod Rahimbayev 2,700 dollars. However, not all of this money reached the victim.
On the night from 18 to 19 February, at around 01:00, Rahimbayev summoned Sh. M. to the MIA again. Outside the building, Sh. M. saw Rahimbayev, "Islam bukharskiy" and about eight more young men. Then Rahimbayev and the inspector of the Offences Prevention Department of the Public Security Service of the MIA, Nodir Agabekov , entered the office in uniform.
According to Sh. M., Rahimbayev gave him 2,000 US dollars and told him to give 100 of them to Nodir. Sh. M. handed 100 dollars to Agabekov. After Agabekov left, Rahimbayev demanded 900 dollars of the 2,000 given to him. After Sh. M. gave the money, he had 1,000 dollars left.
According to Sh. M.'s testimony, Rahimbayev then demanded another 100 dollars from him and said the money would be given to those mentioned above, and that most people were aware of this. Sh. M., saying he needed money for treatment, refused to give additional funds. Rahimbayev said he would call the next day and that Sh. M. should write a counter-complaint.
On 19 February, the victim wrote a statement saying his damage had been compensated and that he had no claims against anyone. Nine days later, on 28 February, opening a criminal case over the beating was refused. However, on 5 March, a criminal case was opened on this incident, and the Investigation Department of the Ministry of Internal Affairs began the investigation.
During the investigation, the relatives of the persons involved in the beating demanded the return of the previously given 2,700 dollars. According to the victim, the investigator conveyed this demand to him. The man, without saying that most of the money remained with the MIA officers, stated that he had spent the funds himself.
On 20 April 2026, Sh. M. applied to the Tashkent regional department of the State Security Service, requesting legal action against Chirchiq city MIA officers named "Dilshod" and "Nodir".
During a rapid-response operation, prevention inspector Sh. M. was caught handing over 300 dollars. According to Sh. M.'s testimony in court, the inspector said the money had been given by the head of the department, and that his own additional 200 dollars would be returned the next day.
In court, both officers did not plead guilty. In particular, prevention inspector Nodir Agabekov said he had no knowledge whatsoever of the "exchange" between Sh. M. and the other party. Agabekov said he first met Sh. M. in Rahimbayev's office, based on his application. According to him, Rahimbayev said the participants of the dispute had reached an agreement among themselves and that Sh. M. had no claims. Agabekov emphasized that he told the parties to talk it over themselves, but gave no instructions about closing the case or taking money.
The court concluded that the guilt of the defendants was confirmed by the testimony of witnesses, telephone conversations, and other evidence.
Verdict
By the criminal court's verdict, Nodir Agabekov and Dilshod Rahimbayev were found guilty of committing crimes under Article 210, part 2, subparagraphs "v, g" of the Criminal Code of the Republic of Uzbekistan (taking a bribe by extortion, by a group of officials in prior conspiracy), Article 230-1, part 2, subparagraphs "a, b" (falsification of evidence by a group of persons in prior conspiracy in order to exempt from criminal liability), and Article 241-1, part 2 (intentional concealment of a crime from registration).
