According to the project, during the 2026/2027 heating season, including November of the current year, a one-time financial assistance of 1 million soums will be allocated to families in need. The funds will be transferred to citizens' social card or bank card by November 30, 2026.

The assistance will be given to families included in the Social Registry. Also covered will be families not included in the registry but meeting the criteria based on a 'mahalla seven' conclusion and data from departmental information systems, whose per capita income does not exceed twice the minimum consumer expenditure (MCE). Citizens in the registry of single elderly persons and persons with disabilities, as well as families with orphaned children or children deprived of parental care, will also receive assistance.

In non-gasified areas and areas where natural gas is difficult to supply, the basic norm of electricity will be raised from 200 kWh to 350 kWh during the heating season.

For families living in multi-story buildings connected to centralized heating systems, the income criterion is set at twice the MCE in the Republic of Karakalpakstan and the regions, and three times the MCE in Tashkent city.

When forming the additional list, priority will be given to families who have lost a breadwinner, families with members of disability group I or II, families caring for a child with a disability, and families with persons requiring long-term treatment. The number of families on such a list must not exceed 50 percent of the number of families in the Registry for the relevant district (city).

In addition, it is proposed to raise the income criterion to twice the MCE for receiving compensation for electricity and natural gas, assistance for coal, and assistance provided through the 'Saxovat va ko'mak' (Charity and Support) Foundation. The compensation period for electricity and natural gas will be extended until April 1, 2028, and the coal assistance period until January 1, 2029.

Also, according to the Cabinet of Ministers resolution draft, new tariffs for centralized heating and hot water services provided to the population are expected to be introduced from November 1, 2026. It is planned to gradually bring heat supply service tariffs to the cost level by 2030.

Along with changing tariffs, measures aimed at reducing costs in the sector and improving service quality are also being established. In particular, a program to reduce the cost of thermal energy by up to 15 percent will be developed within one month, and enterprises will be covered by the 'Billing' software by the end of 2026.
